Insert components of SensorML System/PhysicalSystem as separate procedures #273

If an InsertSensor request conatins a SensorML System or PhysicalSystem with components, the SOS should insert these component as separate procedures.

as (hidden)child procedure of the parent offering
to an own offering if defined in the description of the component.

The same applies to AggregateProcess, which also may contain a list of valid procedures.
