Pg cleanup #160

Added a bunch of cleanup to the core postgres database class. Fixed up some of the database storage concerns for streaming out to file, linking file into the database via path, reading back out, etc.

Code is current to release tag 3.3.1

Travis build seems to be failing on an unrelated issue. 52North WPS Geotools IO module seems to fail due to errors trying to access a remote resource. This build fails locally for the same reason.
