Add schemas for SIR and SOR as well as the dependencies. #1

mvn install runs through, version not increased yet.

I also added a short readme.

Ok, so it doesn't build without failure (see Travis CI link). The build works when the download option is enabled for 52n-xml-wrs-v101. I will have to check again what's wrong with the dependencies.

I added a first notice on https://github.com/52North/common-xml/tree/master/52n-ogc-schema

We have a Wiki site for XMLBeans bindings already but still there is not too much documentation for compiling schemas to Java bindings.
