Add license to pom.xml and repository #3

We should add a license to the pom, in the best case we should publish this under two licenses: GPL v2 and Apache 2.0.

@matthesrieke @ridoo Can we move along with this? Imho ASL is the license to go with this, since these are libraries to be used in many different applications.

From version 2.0.0 the project is licensed under ASL 2.0.

I updated the OGC schemas which caused a break in the Java API generated by XmlBeans. See issue #4
