Construct a pilot that can drive the vehicle.

Input data:

Current (x,y) position
Information about map (regions and scenario/intersection type)
Location of other vehicles?

Output:

Control signal to vehicle: speed (drive or stop). We are only driving forward, no turning. Constant speed (slow!).

Some natural steps:

[x] Send basic driving and stopping commands
[x] Phase 1: Approach crossing
[x] Phase 2: Decide: wait or go
[x] Phase 3: Cross intersection
[x] Phase 4: Stop after leaving intersection
