https://host:port/monitoring not available (SSL)

What steps will reproduce the problem?
1. Install Plugin (for confluence)
2. restart server
3. call https://host:port/monitoring (where host and port are yours)

What is the expected output? 
Monitoring reports

What do you see instead?
HTTP Status 403 - Forbidden access
type Status report
message Forbidden access
description Access to the specified resource has been forbidden.
Apache Tomcat/7.0.47

What version of the product are you using? On what application server, JDK, 
operating system?
- Version: 1.51.0 
- Apache Tomcat/7.0.47
- Atlassian Confluence 5.5.2
- Java(TM) SE Runtime Environment (build 1.7.0_21-b11)
Java HotSpot(TM) 64-Bit Server VM (build 23.21-b01, mixed mode)

Please provide any additional information below.

For security reason, the plugin is supposed to check that you are logged as 
"system admin". And if you are not logged in, then redirect to the login page. 
If you are logged in but not "system admin", then "403 - Forbidden access" like 
you have seen.

So it seems that your user is not "system admin" and that this is not a bug.
Can you check that and for example, test with other usernames?

And also, are your "system admin" and "confluence admin" users different?
