Following 3GPP TS 38.413 - Release 17.6.0

Add NGAP IEs:

9.3.1.1 - Message Type
9.3.2.206 - MBS Session ID
9.3.5.5 - MBS Session Setup or Modification Response Transfer
9.3.1.3 - Criticality Diagnostics

9.2.16.2 NGAP BROADCAST SESSION SETUP REQUEST:

9.3.2.206 - MBS Session ID IE only has TMGI and NID as fields. This is the reason why even if the 5G Core uses SSM as MBS Session ID (instead of TMGI), a TMGI needs to be allocated.

Use TMGI as the identifier containing the group of UEs to reach in the gNB?
