support default timer period value be configured in configuration file

Thanks @rjb1000 and @dsilhavy. I previously thought if need to configure by user it should expose to user, so I put it in the 5GMS-Aware Application. It's somewhat weired indeed, and may it's better to put it into the Media Session Handler. I'll move it to Media Session Handler, thanks.
