[Arbitrum] No option to reject transaction #476

What happened?

  1. User created transaction via API
  2. User has been creating transactions via API and reject option has always been available
  3. Tried impersonating user's wallet and got the same result (no reject/delete button) image

Turns out that transactions need at least one confirmation in order to show the Reject prompt.

I feel like this is changed behavior, but unsure how long that's been the case.
