Good morning! I have confirmed with the team that we are not doing anything to block the app on Dubai.
Unfortunately nothing we can do for this case on our end, your recommendations were spot on. It is either waiting for his ISP situation to get back to normal and hopefully that does it or to use a VPN. We have tried that over here as well and it works for us too so that will do it although the user does not look too eager to use one.
If this is not enough of a solution for the user he could try for example in incognito/private mode or sharing with us a curl request for further debugging too.

Safe loading issue, doesnt load on any interface
What happened?
User cannot access safe webapp (app.safe.global) in Dubai using Etislat and DU ISP. Already explained to the user that this might be because of the ongoing outage https://www.etisalat.ae/en/system/outage.html but the user is insisting this isn't an ISP issue. User already contacted their ISP and other dapps are accessible, only Safe is not working. It works when using VPN but user don't want to transact with the VPN turned on.
