[plugin] some functions of noscript.js not working #194

For example, 

set noscript-tempsites!=github.com

will return an error

Invalid argument: noscript-tempsites=github.com: s.split is not a function

And,

set noscript-sites=

Will return Error: TypeError: vals is undefined

Also, nso seems to be broken as well.

environment:

Build identifier: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.11; rv:49.0) Gecko/20100101 Firefox/49.0
