Who would use it? Anyone that would benefit from a custom background - players that have a great idea for a character but cannot find the background to add the right set of skills or features. Or, DMs that just can't wrap their head around proper backgrounds How would it work? Good question! While I have no idea how the technical mumbo jumbo works around here, I would assume it would work similar to a XGE Lifegen, in that you input favoured proficiencies, languages, tools or equipment you'd want, and get a list of similar or identical ones from the existing backgrounds Why should this be added? I like to think that others would benefit from making a chimera of a background and it's a little topsy turvy as presented in the PHB, I think this would be a good addition for people using this system of backgrounds, as they are pretty important in character creation.
