5ET-1066 Allow Non-SRD languages to be specified in the race languageProficiencies field

Information Allowing non-SRD languages is possible in the charactermancer, by using a personal JSON file. It is not allowed in the brew repo, so it cannot be shared.

Who would use it? Anyone branching out past SRD limitations

How would it work? languageProficiencies would accept freeform strings instead of the SRD limited set

Why should this be added? This impacts adding brews people have requested in the past.
