Who would use it? DMs that wish to make entirely new NPCs would be the primary users of this tool. However, it would also be possible for DMs to make use of selective information from this generator; for example, they might use the tool to generate an NPC just to get a random name or flaw for use somewhere else.
How would it work? This would be a special tool that generates NPCs on the spot by combining information from DMG tables and from custom DM Screen tables. Some of the functionality can be borrowed from the This is Your Life page; other functionality would involve automatically picking a result from the appropriate tables; some of the other stuff, such as the NPC Ideals (DM Screen table) would involve filtering possible results based on certain criteria (e.g. the ideals would be restricted by alignment).
Why should this be added? As of now, DMs are forced to roll on a dozen different tables if they wish to generate an NPC based on the DMG guidelines. Hell, the Name Generator table (DM Screen-specific) requires you to roll on three tables just to get a coherent name. This would make it much more convenient for DMs to make up new NPCs on the spot in play.
