Skeleton code for the Manipulator #5

Needs the manipulator to intake, store, and outtake a note. Make sure to keep track of which motors do what, and how they can be grouped together with whatever sensors build decides to implement in order to execute correctly. Start with a Manipulator subsystem and an Intake and Outtake command.
