locale-gen not found #8

I: dibby: running /home/daniel/64studio/git/dibby/bootstrap/0003_standard.sh chroot: failed to run command 'locale-gen': No such file or directory

The locales package isn't installed yet. The postinst script of the locales package should run locale-gen so we just need to make sure /etc/locale.gen is populated, then install locales after.

Some systems may not need the extra weight of the locales package.
