Add 3 VigieChiro tools from Rscript :

IdCorrelation_2ndLayer IdValid *BilanEnrichiPF

Update Netcdf Metadata Info with bioconda package usage

Add option to use file of coordinates for netcdf_read

Add some package requirements for gdal tools

Some more general code improvement
