Switch from Travis CI to GitHub Actions #212

Or migrate the repo to the Kosmos Gitea and use our Drone CI. Perhaps with automatic Git mirror pushes to GitHub.

Gitea just added push mirrors in the 1.15 release. :tada:

Travis CI has just granted us 25K OSS credits. I'm not sure if they renew automatically. If not I have to email support again.

As nobody had an opinion on this question, I'm closing this issue in favor of migrating to Gitea/Drone eventually. (In which case we could still leave Travis CI running for potential GitHub PRs by new contributors.)
