Add main navigation menu, replace intro blurb with full About page #216

Finally linking the budget view, and adding a proper About page with more info than just the blurb.

@bumi Any chance you could have a quick look at this? I'd be happy to jump on a call to talk about the content on the about page, too. It's just a draft proposal and anything can be adjusted still.
