Add version info to the Makefile via `make version` #38

@jelen07 the ENV variable MAILER_EMAIL is not redundant. Rebuild of the DI Container will fail if the variable is not set.

@tg666 Yeah, but there were already set here https://github.com/68publishers/consent-management-platform/blob/main/.env.dist#L52 - search for duplicities.
