zrpcd: bfd is only available when thrift version is 5 #31

This commit is to fix issue #30 "dev_compile_script.sh is failing while building the zrpcd_qbgp".

Add conditional inclusions for bfd thrift handlers:

ifdef HAVE_THRIFT_V5

...

endif

The handlers include:

instance_bgp_configurator_handler_enable_bfd_failover
instance_bgp_configurator_handler_disable_bfd_failover
instance_bgp_configurator_handler_get_peer_status
zrpc_bgp_updater_peer_up
zrpc_bgp_updater_peer_down
