This is part of building the new feature called announcement. The cards and panels are used to display the announcements on the Announcement page.

Describe the solution you'd like

Create a component that takes title, detail, time, and userName of the announcement as props and displays the information in a card format.
Create a component called AnnouncementPanel that wraps the above component for mapping an array of announcements into cards.
