Email communication with landlord #198

Description

Note: added dependency for @emailjs/browser, and REACT_APP_EMAILJS_USER_ID to the .env files in the frontend package.

Now when issues are created or edited an email is sent to the landlord notifying them of this.

Fixes/resolves #197
