Add a back button to relevant pages #200

Description

Adds a back button to implemented pages that takes the user to intended routes. The button is hidden unless a backpath is specified.

Affected pages:

[x] /billsplitting
[x] /notes
[x] /issues
[x] /announcement
[x] /manage-flat

Fixes/resolves #154
