Fleets land on planets, when planet becomes inhabitable, let commander know

[ ] Captain (leader of fleet) land on planets
[ ] They make planet inhabitable(gradually, and using the functions in the planet class)
[ ] When planet becomes inhabitable, captain lets admiral know (colleague communicates with mediator)
[ ] Admiral lets other captains know that the planet is inhabitable

Done the Functionality for sending and receiving messages between captains and admiral, with the admiral being the mediator. Not implemented the habitation check, but can send messages once that's done.
