Add local notification capabilities #44

Since we have socket.io working, we can link it with local notifications.

We tried this on a branch and it broke Android and didn't work in iOS 10. It would have been a cool feature but we have low confidence to the stableness at this point. Removing this from the release.

We are using the remote notifications (#50), closing this out.
