Allows for the creation of proper Senate bills for Senators to pass. The vote function only times out after 24 hours (giving everyone time to vote), though I assume the bot will be consistently on for such long stretches of time.
Command was built on top of Dainis' code. Been working at it for a few hours at this point, but seems to be in order, though I can't promise anything.
The command was tested in isolation, without any other commands, on a discord bot in a private server. I haven't messed around with anything beyond Windows 10.
