FOB Modules Update

This pull request will:

• Reverts the Altis map back to the most recent functional version
• Update vehicle respawn script so that it wont delete nearby buildings
• Apollo can now place cargo platforms to build flat surfaces, they'll even snap together if they're close enough
• The Apollo tree cutting ability now cuts down small trees, and is twice as fast
• New FOB modules
• Takistan update to include new FOB modules
