Too many AI and A10 spawns enemies #332

Map & Version Altis 5.9.1

Description: Too many enemies are spawning and A10 is spawning enemies at every altitude.

Expected behavior: ~ 20 groups in Kavala and A10 should not spawn any AI

Where did the issue occur?
