Work with Department and BN Staff on making a more streamlined process for keeping track of personnel that do not meet standard requirements for access (rnk of SGT+)

Establish a centralized reporting sheet.
Ensure staff are using the sheet to track.
Ensure staff notify S6 if changes require users to be removed from permissions.
