Forums navigation is a mess, with a overlay float and some less then ideal ways of navigating to our resources. screenshot

reorganize the resources
setup a better way to showcase our servers (another tab entry?)
define the categories so its easier to understand
Redo the help page for better approximation of GO/ROE/Rules
