What problem motivated you to submit the suggestion?

Everyone complaining about adding counting sounds into levels that didn't have them before. Squeaky oil gets the wheel

Todos:

• [x] Rearrange mixer parenting, and register new volume parameter for the counting sfx channel
• [x] Create new menu option backend, including saving the new option to persistence
• [x] Add new option into menu UI, including creating localisation entry
• [x] Update the preview audio for the Special Cue Sounds setting into... whatever else is in that category.
