Unclear where interface capabilities are placed #3

Today, ietf-interfaces:interfaces:interface includes configuration parameters (type, name, description, enabled, etc.) and ietf-interfaces:interfaces:interface-state provides operational state of the interface, including statistics. It is not clear where interface capabilities (e.g., supported speed types, LPI, etc.) should be denoted today
