Setup workflow #178

Because @80O has written that there are some packages that yet to change for 100% compatibility with linux, the workflow have the jobs only for windows

Did you test this? I'm not too familar with Github actions though I see hardcoded paths in the configuration, doesnt seem it would run to me?

The path that you see is a path that github actions will find on containers where github run the workflow, so you shouldn't having issues. Anyway, i made this way because while the running of the workflow, actions take PluginExample.csproj as default project
