chore: bump CI actions, minor fixes to README and other files #1345

Changes

Bump CI action across all workflows. (Added a dependabot configuration file to automatically check for updates monthly and dependabot will create a PR if there is a new version of the action)
Set the default end of line (eol) to LF in .gitattributes.
Minor fixes and changes to README.
