Show command line in tooltip #6

This implementation executed one more WMI query, so it's slightly slower.

As the WMI queries may slow down the query the command line information can be an opt-in setting that defaults to off. This might be a good compromise as the command line is not showing by default in Taskmanager.

You might want to add translation for the new setting as well.
