They are there but on the second layer. I'm not a big fan of that solution though because you need to lift your finger in the middle of the word to input them.

They can also be inputted without lifting your finger. You type the regular letter e.g. "a" for "ä" but before returning to the circle you go back one sector. So instead of center -> right -> top -> center (for a) you type center -> right -> top -> right -> center.
I use the German keyboard myself and I believe this issue can be closed.
I need to input German and English and wish to have an optimized layout. I also want the ability to input much more characters, i.e. apostrophe letters when using French names etc.
I'm also a software engineer and want specific special characters, but you don't to be one to benefit from a keymap that comes with all that just mentioned by me:
This is a keymap that works the old school way. No 8VIM multi layers, instead you can input special characters by turning back (and forth) while doing your input. There is no lifting of your finger for any letters (including uppercase letters and some special characters).
You also have number (see #276) and shorter special character shortcuts that do require you to lift your finger, though.
Ä, Ö, Ü is missing in the German keyboard layout for writing proper German.
