There's one thing though: sometimes you may want to see the notification without opening the app. For example this way you can read a chat without the other side seeing you read it. Or just see status notifications, which don't really need an action from you but you still want to read them quickly. And why not just use system notifications in this case? Well, Niagara is better for this because unlike Android notifications it shows the full text (or most of it). So I personally wouldn't want the app to open automatically on notification swipe.
I can see it becoming a common complaint that people are accidentally opening their notifications.
Another thing is, most of us want to check & clear most notifications and only open the important ones. The proposed implementation sounds like a worse UX coz users would have to interact in a less efficient/natural way to prevent notifications from automatically opening. Niagara's swipe menu is generally designed so you can do more without opening apps/notifs.
Maybe an alternative implementation (if any):- when there is a single notification, single tap to open app, double tap to open notification (maybe the latter could even be for all cases to open the 1st notification)
Interesting idea @joshuajames78. If also thought about this multiple times but the dynamicity of the actions panel would ruin this feature in my opinion. In addition to notifications, apps can also dynamically add shortcuts to the panel. If you need fast access to an app, I recommend adding it to your favorites.

Thanks for your thoughts. The reason adding it to my favorites wouldn't work is because I have already tapped out my favorites. I do not like to go beyond 8 as it ruins the simplicity. Such a feature as I suggested actually adds to the simplicity because they would be related. For example, if SMS is a favorite, I would slide over once for a direct text to my wife. If my personal email is a favorite, sliding over is my work email. Contacts > Dial, Pictures > Files, etc...
But while I may be a bit lost as to what exactly the problems are that all of you are describing, I take your word for it.
Another thought is swiping left for the instant shortcuts feature. On top of it, this would be optional in that, if you don't want a shortcut by swiping left, you don't set one. I wouldn't even set one for all of them.
(Totally unrelated, can I just say that the newish Calendar feature is killer? It's the thing that has kept me from considering going back to Nova. Not that I don't like Niagara, but I would be more open to bouncing back and forth if it weren't for just how seamlessly and beautiful that feature integrates and works!... Totally OT, but anyway).
I just wanted to reiterate to everyone here that I appreciate the feedback! It's great to at least have an idea considered by other people.
IF there is only one item in the right-swipe menu, THEN automatically open item WHEN right-swiping.
If finger remains for X ms after right-swipe, window locks open (as normal) so that user can edit if necessary.
