NESHawk - Console verified TAS desyncs. #84

What steps will reproduce the problem?
1. Load Startropics II.
2. Convert and play this movie:

3. Let it play to the first cave.

What is the expected output? What do you see instead?
Occasionally, a caveman will walk into your path, causing the movie to desync.

What version of the product are you using? On what operating system?

Please provide any additional information below.
This never happens on FCEUX. I played this movie back on a NESBot, and it syncs 
until at least the end of the Giant Scorpion level. Interestingly enough, this 
same issue would happen every once in a while using the NESBot, but I figured 
this was just the bot starting the input too early / late relative to the power 
turning on. Even if this game was non-deterministic, this shouldn't happen on 
Bizhawk because it's supposed to be deterministic.

On a relevant note, see this post 
(http://tasvideos.org/forum/viewtopic.php?p=320413&highlight=#320413) about two 
console verified Journey to Silius runs. Though adelikat said this has to do 
with the game using DMC sound, this is not anywhere on the Issue Tracker, so 
I'm including it here.

Movie in question syncs completely on r4161.  I ran it through the caveman area 
multiple times to be sure, no nondeterminism spotted.  Might have been fixed 
between then and now?
