otbr: add prerequisite packages and configuration

update bison version (glib compatibility)
add autoconf-archive
package and add libjsoncpp
package and add wpantund
package and add otbr
set up other prerequisites (usb serial, dbus, tayga, boost etc.)
create new configuration with otbr packages
amend build script
