This combines the two client modules on the master branch, once it's has been merged the rs-api branch should be combined into the phoebe-client module as well, then that branch can be removed.
I have removed the @ExternalDatabase annotation since we have access to DBs on Travis CI now, but all of the tests are still commented out, I will start adding tests again once the RS branch has been merged.
