Shifters cant deal HP damage to titans

AOT 1.20.2 (The bug has been around since New AOT started)

Besides the Armored, a shifter of any form cannot do HP damage to titans or other shifters. Armored seems to be still able to 1 shot. The Rock & Crystal Fissure ability can still deal with HP damage just fine.
