Feature telegram #109

This is a "bigger" update. It pulls in a new dependency to provide an abstraction to Telegram's bot service. This also opens up the potential to allow responses to messages from the bot e.g, tell the bot to shut down remotely.

Primarily, it allows sending photos so that progress can be understood at a glance over Telegram.
