Vulture flares not working as intended #62

Describe the bug Vultures are unable to flare, number goes down from countermeasures but no flares are actually dropped/fired out

To Reproduce Steps to reproduce the behavior:

  1. spawn AI vulture/take control
  2. press c to fire countermeasures
  3. be amazed as the anti lock on missile confetti doesn't work
  4. become sad as you're a fireball now

Expected behavior Vultures to be able to fire countermeasures
