[morty] burn-boot/edk2/l-loader: deploy onto bootloader/ directly #215

Instead of having the builder script move the bootloader stuff, deploy directly onto $DEPLOYDIR/bootloader/ so that work across branches is the same.

Some of this is already in Rocko and master.

@mrchapp can you remove the part which is in https://github.com/96boards/meta-96boards/pull/213 ? So we can just cherry-pick PR#213 in rocko/morty afterward.
