Get dev.99chan.biz set up. #18

We need this working so we can test changes from the repo before deploying them to production.

dev.99chan.biz is now being served from an ubuntu instance

I've got dev.99chan.biz set up with a basic lamp setup. I've imported the database dump from a few weeks ago. It's now serving pages. I'm copying over the boards and I'll continue working on setting up the rest of the functionality.

it wasn't done when i reopened it because the server had just been reflashed. if it's been done you can close it
