[pcr] Fix panic in pcr.ValidateManifests.Validate #360

Previously, 9elements added support of pre-CBnT BtG. Adapting the pcr package to work correctly with the new code.

Otherwise a panic occurs in github.com/9elements/converged-security-suite/v2/pkg/pcr/validate_manifests.go:29.
