add mntgen(4) from plan9 #637

@dancrossnyc ptal new file: man/man4/mntgen.4 new file: src/cmd/mntgen.c I've been using mntgen(4) on linux for a year without issues.

This is fine, but if you could please change the format of the commit message to match the majority of changes, I'd appreciate it. Something like: 'mntgen: import mntgen(4) from Plan 9'. Thank you!!
