Short messages do not work that well with convolutional codes. Hopefully, using lower rate codes can help. Get these lower rate codes working (or at least make sure they work).

r=15 for convolutional codes is huge...and slow! Moreover, I'm not sure how useful it is to have 32768 states when a LoRa packet has a maximum of 2048 bits in it.
