the file is empty, is the dataset not opensource?

I was trying with Portugal and receiving a zip file containing just a readme text.
Can you address the issue please.

E.g. "Download image" (ERD diagram view), "Save results to file" (query output window view) fail silently.
The file picker allows specifying the file name though.
